The Welfare Planning Council was created in 1953 when the Welfare Council of Metropolitan Los Angeles was reorganized at the recommendation of the Citizen's Study Committee of the Welfare Federation of Los Angeles. Founded in 1929, the Council of Social Agencies was charged with promulgating and promoting studies, plans and programs that would provide information on Los Angeles' social welfare programs and to coordinate the activities of its membership, social welfare agencies in the city doing charitable and relief work.
